How do I potty train my labrador retriever?

I have an 8 week old labrador retriever I am having the hardest time potty training her. She will pee outside but she will not poop outside. She still pees in the house though. This is my first dog. She doesn't eat her dog food unless I hand feed it to her but if I turn my back for a second she will eat off my plate. She has not had her shots yet. I will be doing that next week. I'm just worried that something is wrong with her because she sleeps a lot and always wants me to rub her belly. And when she pees she pees in spots not all at once unless she has just finished eating. She is very scary any little noise scares her.
