Potty training puppy?

How do you get a 2-month-old puppy to let you know when it needs to go outside? We live in a place that is very cold, the temp is often below zero, and the puppy hates to go outside. It has to be carried or dragged and it comes back shivering. It's a shorthaired dog. We got it a sweater which doesn't seem to help. The dog also refuses to be paper trained. We are doing ok with simple commands like “sit”, “come”, “stay”, but can't seem to make any progress with potty training. Any advice? Thanks!
