Potty training my 10 wk old puppy?

I'm trying to train him to use puppy pads for the times when I won't be home, but he never voluntarily uses the pad unless I put him on it. And the times I do put him on the pad he tries to run away. I've used the training aid spray but it seems to have no effect on him. What should I do?
